CBSA News: eManifest launches November 1, 2012!

has just passed on another regulatory update: as of November 1, 2012, you must use eManifest to stay ahead of the line & submit your documents before border arrival time!

The CBSA’s eManifest system will launch on November 1, 2012. The eManifest system represents the third phase of the implementation of the ACI program put into operation by the Canada Border Services Agency (CBSA). The Advance Commercial Information (ACI) program introduces more effective risk management processes and tools to identify threats prior to the arrival of cargo and conveyances in Canada.

eManifest is designed to replace paper documents, expedite trade, increase information sharing among government agencies, and increase border security. By rigorously performing risk assessments on advance commercial information, the CBSA’s border services officers will be better able to ensure that shipments identified as being of unknown and high-risk are examined and low-risk, legitimate goods cross the border more efficiently.

eManifest will require the electronic transmission of advance cargo and conveyance information to the CBSA from carriers, freight forwarders and importers for all highway shipments prior to arrival.

Starting on November 1, 2012, the system will become mandatory, meaning that ALL highway carriers that do not comply with the requirement to electronically transmit cargo and conveyance data ahead of arrival at the border will be denied entry and will face zero-rated (non-monetary) penalties. As of May 1, 2013, highway carriers that do not comply with the requirements will be denied entry to Canada and face monetary penalties.

To transmit cargo and conveyance data, the CBSA completed the deployment of electronic systems: Electronic Data Interchange (EDI) and its internet-based eManifest Portal which allows businesses to electronically submit their cargo and conveyance data to via its website.
